Go fly a kite?

What does flying a kite and a plane have in common? Tail assemblage? It would not seem to be solely the weight of a tail for a kite. Rather stability and aerodynamics of a lift surface would usually seem to require a tail assemblage of some sort. Why? It’s not so clear; but yet lift would usually not be sufficient. Is just the flying wing of a B-2 an exception?  Why?
