Are inflationary models necessary?

If one had a model like Newton’s (or more modern alternative renditions) with a universal common cosmic time (such as for Hubble expansion as a common cosmic time construct?), then there would seem to be no necessity for inflationary models. Also would the recent discovery of magnetic monopoles, and their greater prevalence in the more typical colder universe, be a counterpoint to inflationary models, that are suggested to account for the absence of magnetic monopoles?
