A Contingency Drought Plan for California?

Import water via supertanker from Alaska. Off load perhaps at Monterrey Bay and then via buried conduit to San Joaquin reservoir area with connection to Valley system. Water is abundant, easy and cheap to transport, and environmentally friendly.
